San Diego County District Attorney Summer Stephan has emerged as a conservative champion in the fight against child sex trafficking, co-sponsoring Assembly Bill 379, the Survivor Support and Demand Reduction Act. Her recent press statement underscores the urgency of closing loopholes that allow predators to exploit vulnerable teens, declaring, “It’s time our laws make it absolutely clear: children and adults are not commodities to be bought and sold.”
Stephan’s support for AB 379, which imposes a $1,000 fine for loitering to purchase sex and originally proposed felony charges for buying sex from 16- and 17-year-olds. However, Democratic resistance, including claims that 16-year-olds can consent to commercial sex, has sparked conservative outrage, exposing a moral disconnect that threatens California’s youth.
Stephan, a seasoned prosecutor with 28 years in the DA’s office, emphasizes that AB 379 equips law enforcement to target buyers fueling California’s second-largest criminal industry while expanding survivor services. “This bill closes a loophole that allowed teen children to be trafficked and bought for sex like a slice of pizza with little consequence,” she stated. Backed by Republicans like Senator Shannon Grove and the California Family Council, to defend the vulnerable, Stephan’s stance resonates with conservatives who see child protection as non-negotiable.
Yet, Democrats on the Assembly Public Safety Committee gutted AB 379 on April 29, 2025, removing the felony provision targeting buyers for purchasing sex from 16- and 17-year-olds, arguing these minors can engage in “consensual” transactions. Assemblymember Jasmeet Bains (D-Delano) and others claimed felony charges were too harsh, delaying action until a fall hearing .
This stance infuriates conservatives, who argue it normalizes exploitation and ignores the coercion inherent in trafficking. Assemblymember Alexandra Macedo (R-Tulare) retorted, “How many 16 and 17-year-olds are going to go through the trauma of this before we do something?”
From a conservative perspective, Democrats’ “consensual” claim reflects a dangerous moral relativism, undermining the priority of safeguarding sovereignty through strong societal values. California’s one-party rule, as you’ve noted, risks imploding under such policies, prioritizing progressive ideals over child safety. While Gov. Newsom supported felony charges, stating, “The law should treat all sex predators who solicit minors the same—as a felony, regardless of the intended victim’s age,” his party’s resistance highlights a disconnect.
Democrats’ defense of “consensual” acts by 16-year-olds is not just misguided—it’s a betrayal of our youth, risking further erosion of trust in California’s governance. We must support Stephan and elect conservatives to ensure policies like AB 379 protect the vulnerable and uphold our values.
